Beat the eggs, milk and seasonings in a small bowl.
Spray a skillet with non-stick spray (or use a non-stick skillet) and heat over medium heat.
When hot, add the egg mixture.
Cook eggs, stirring occasionally, for about 2-3 minutes (until slightly set).
Stir in the salmon and spinach until the salmon is heated through and the spinach has wilted.
Serve over toasted bread, sprinkled with additional fresh dill and chives.
